PRESS RELEASE – FOR IMMEDIATE RELEASE
WESI, AXYS and ECD Collaborate to Bring Canadian Floating LiDAR and Metocean Monitoring Services to Atlantic Canada
Equipment now ready in Nova Scotia, collaboration combines Canadian technology, regional expertise, academic and Indigenous participation to support offshore energy development.
HALIFAX, NOVA SCOTIA — November 3, 2026 — Waterford Energy Services Inc. (WESI), Eskasoni Corporate Division (ECD) and AXYS Technologies Inc. (AXYS) are collaborating to bring made-in-Canada, cost-effective, proven floating LiDAR (FLiDAR) and meteorological and oceanographic monitoring services to Atlantic Canada. The partnership will provide training opportunities to the region’s youth, increase port utilization and create economic development that stays in Atlantic Canada. Today, ECD, AXYS and WESI are excited to release that a deploy-ready FLiDAR is stationed in Nova Scotia.
Aligned with AXYS-WESI Memorandum of Understanding, the collaboration with ECD couples First Nation knowledge, Canadian-developed monitoring technology and technical expertise with Nova Scotia based engineering, project management, wind resource assessment and offshore operational capabilities. Together, the companies aim to provide offshore energy developers with bankable data and locally supported services to inform project planning, safety, environmental stewardship and development.
The collaboration centres on AXYS’s FLiDAR WindSentinel platform and complementary metocean monitoring tools. AXYS has been an innovator in offshore monitoring for more than 50 years, including pioneering the first commercial offshore wind assessment using floating LiDAR in 2008.These systems and AXYS data campaigns are used globally by developers and governments to support the collection of offshore wind and ocean conditions data, helping developers better understand site conditions in order to assess resource potential, secure project financing, make engineering decisions, support environmental goals, and plan offshore activities.
Since 2003, WESI has been at the forefront of Canadian companies working in offshore wind and energy projects. At home, WESI is an active contributor to Canada’s evolving industry in conceptual designs, wind resource assessment, policy and regulatory development. Abroad, WESI is actively engaged in offshore wind project execution, installation, commissioning and maintenance. Today, WESI has operations in the Atlantic Ocean, Mediterranean, West Africa and Gulf of America.
The ECD was launched in 2012 by the Eskasoni Chief and Council to expand the community’s business profile, foster economic growth, and create local employment opportunities. The collaboration will focus on building opportunities for Indigenous participation in the region’s offshore energy sector.
Steve Parsons, General Manager of Eskasoni Corporate Division states; “Eskasoni First Nation through the efforts of its Corporate Division is excited about the opportunities that this new offshore wind sector may provide for its engagement. Eskasoni is an active developer of onshore wind since 2015 and look forward to working with many proponents and the creation of joint ventures for the offshore sector! This new relationship with Waterford Energy Services and AXYS has been a great start to opening the doors to more opportunities.”
ECD, AXYS and WESI offer clients an integrated approach to offshore measurement campaigns, supported by Canadian technology and regional service capabilities. “The Canadian-developed FLiDAR WindSentinel revolutionized the industry and has been relied on by developers all over the world for more than a decade,” said P.S. Reilly, CEO & President of AXYS. “This collaboration with ECD and WESI and their local offshore knowledge increases the reliability of these monitoring activities to help accelerate the Government of Canada’s offshore goals.”
“WESI has been strategically focused on offshore wind in Canada for the last five years. We helped bring a number of firsts to our region along with key partners, including Nova Scotia’s first offshore wind marshalling project. Today we have staff working on offshore wind projects outside of Canada, we proactively mobilized FLiDAR equipment into Nova Scotia and is ready to use. So we look forward to bringing Floating LIDAR off our home shores while working seamlessly with ECD and AXYS.” Blair MacDougall, President of WESI.
The Partnership is aligned with academic stakeholders, universities and training institutions. These relationships are intended to connect industry needs with regional research expertise and support knowledge sharing as Atlantic Canada builds its offshore energy toolkit.
The shared goal is to bring leading Canadian technology and deep know-how to Atlantic Canada through practical, cost-effective monitoring services. By combining proven equipment with local delivery and collaboration across industry, academia, and Indigenous communities, ECD, WESI and AXYS aim to strengthen regional capacity while reducing market entry risk for future offshore wind projects.
